Nine Solutions. Delivered in India, Alongside the OEMs Who Engineer Them

SECCOM is a systems integrator. SECCOM designs, installs, commissions and supports technology it does not make, for government departments, defence establishments, banks, hospitals, factories, campuses, utilities and global capability centres in India.

This page is written for the person at an OEM who has to decide what a partnership in India is worth. It sets out where SECCOM operates, how SECCOM runs the public sector motion, what SECCOM carries on site once an order is placed, and what a SECCOM survey does to the size of an account.

Coverage

India Is Not One Market, and a Department Network Is Not a Bengaluru Project

A government department runs out to its district offices. A bank runs out to its branches. A utility runs out to the substation that sits two hours past the last four-lane road. The metro office is where the contract gets signed. It is almost never where the work is.

SECCOM holds active GST registrations in seven states: Delhi, Bihar, West Bengal, Maharashtra, Karnataka, Tamil Nadu and Telangana, and an input service distributor registration in Karnataka. A registration means SECCOM has been supplying and billing in that state. It is evidence of an operating footprint. It is not a staffed office, and this page does not present it as one.

Public Sector and Defence

Your Technology, into Indian Government, Without You Running the Bid

Indian government business does not open to a product. It opens to a systems integrator who holds the pre-qualification, posts the earnest money, answers the technical compliance sheet clause by clause, and carries the delivery risk to the last district office. SECCOM has been doing that since 1997, and Cisco named SECCOM its Public Sector Partner of the Year for FY24 and FY25.

For an OEM that means your technology reaches ministries, PSUs, state authorities, municipal corporations and defence establishments without your team learning a procurement system built for somebody else. SECCOM takes the bid. You keep the engineering relationship.

We Also Work Inside the Master System Integrators

Large public programmes frequently run through an MSI rather than a direct award. We have spent years as the technology partner inside those structures, working with organisations such as BEL, TCIL, RailTel, EdCIL and HITES on the public sector side, and with L&T, NCC and Ahluwalia on the private side. For an OEM that widens the routes your technology can reach a government programme through: we can carry it directly, or as the technology partner within an MSI-led consortium.

What SECCOM puts behind your name, on every bid:

  • OEM authorisation letters raised against the specific bill of materials in the tender.
  • Current specialisation letters, valid on the date the bid closes.
  • A technical compliance sheet answered against the standards the evaluator will check, clause by clause.
  • Delivery artefacts that survive audit: an as-built drawing set, certification results for every link, and a device register with serial numbers and support end dates.

Execution

A Product Is Judged on the Installation It Arrives In

Between a purchase order and a working system there is a site. Somebody has to survey it, get the equipment to it, install it correctly, commission it against a written test, and answer the phone in year three. In India that is the systems integrator, and the OEM's product carries the result either way.

SECCOM's answer to that is documentary. Every engagement ends with something the customer can hand to somebody else:

  • Certification results for every link, tested and recorded.
  • An as-built drawing set that matches what was installed.
  • A commissioning report written against a test agreed before the work started.
  • A device register with serial numbers, warranty status and the date support ends.
  • Warranty registered in the customer's name at handover, so the installed base stays visible to the people who built the products.

Where SECCOM Does Not Hold a Credential, SECCOM Says So in Public

SECCOM holds no defence security accreditation, no clearance status and no TEMPEST capability, and the Defence page says that. Across the nine solutions there are capabilities SECCOM delivers on method, measurement and evidence without an accreditation behind them: penetration testing, data sanitisation and data centre facility certification among them. The page for each of those says so where a buyer reads it.

An OEM's name is never used to cover a gap SECCOM has.

What a Survey Does to an Account

A Survey Returns a Smaller Number for This Year and a Larger Picture of Your Systems

SECCOM measures before it quotes. That method is published on every customer page on this site, including the part an OEM might not expect to find written down. Sometimes the quote comes back smaller than the one the customer was expecting, because a link that passes certification is a link nobody pays to replace.

That is one half of what a survey does. This is the other half.

SECCOM is usually in the building before a specification exists. A wireless survey. A rack-by-rack power and cooling measurement. A retrieval test across an installed camera network. A source register for a control room. A junction survey along a corridor. The work costs the customer nothing, and it produces the document the project is later specified from.

One Branch Becomes the Whole Network

The customer asked about one floor, one branch or one district office. The survey returns a list for the whole network, because the same conditions repeat across it and somebody has finally written them down.

Scope Appears That Nobody Had Asked For

The requirement was a network refresh. The survey finds a camera network that cannot produce footage from thirty days ago, a UPS that has never been discharge-tested, and a rack that cannot take another four kilowatts. None of it was in anyone's specification. All of it is real, and all of it is now costed.

The Next Three Budget Years Get Named Lines

Every device is recorded with the date its support ends. A customer holding that list can defend next year's submission in one meeting. Named lines in years two and three turn a purchase into a programme.

Working Together

How SECCOM and an OEM Run an Account Together

SECCOM registers an opportunity with the OEM before the design is issued, so both teams work the same deal from the same date.

Where a design is developed jointly, the proposal says so and names the engineering that came from each side.

Where SECCOM and an OEM take a joint proposition to market, both brands appear on it, and the outcome is reported back with the customer's consent.

Where an OEM funds enablement seats, SECCOM names the engineers who will take them and reports the result.
