A defence establishment is inspected on what it can demonstrate, not on what was installed.
A perimeter is judged on nuisance alarms per night. A gate is judged on people per hour at the shift change. A mission room is judged on which sources stayed separate when a path failed. Those three numbers are set at design stage or they are not set at all, and no amount of equipment added afterwards recovers them.
What SECCOM builds here. SECCOM builds the physical and technical estate a station runs on. Perimeter detection comes with the verification rule behind it. Entrance lanes are designed for the shift-change peak, not the specification sheet. Base-wide camera and access estates sit on one time source, and remote and field connectivity is built for weak carrier coverage. Rugged and field devices are compared against their tested standards. Inside a mission environment, the AV is built as a security document before it is an AV one. Separation between paths is enforced in hardware rather than in configuration, and the design carries an acceptance test the accrediting authority can witness. SECCOM also retires equipment at end of life against named external standards, with a certificate against every serial number.
Where SECCOM usually starts. Perimeter Protection and Intrusion Detection and Entrance Security and Screening are the two most common entry points, because both have a number the establishment already argues about and neither needs a programme to begin. Campus, Plant and Base Protection follows, because most stations hold six security systems bought in different years that do not agree on what time it is. Defence and Mission Command Environments is where the source and classification map has to be settled before any equipment is specified. Secure IT Asset Disposal (ITAD) and Data Erasure is the fifth, and it is usually the one nobody has a route for.

Proof. SECCOM holds no defence security accreditation, no clearance status and no TEMPEST capability, and does not imply one. Accreditation of an environment belongs to the accrediting authority. What SECCOM brings is engineering evidence the authority can test: a source-to-display matrix showing which paths are physically separate, a witnessed acceptance test, measured nuisance alarm rates per zone, a stated persons-per-hour figure at the measured peak, and certificates of erasure or destruction written to NIST SP 800-88 and DIN 66399. Alongside that, SECCOM produces OEM authorisation against the specific bill of materials and current specialisation letters, so a prime knows which OEM will stand behind the deal. Where SECCOM delivers under a prime or a defence PSU, it says so.
