Integrated Command and Control Centres (ICCC)
A tender counts displays, seats and square metres, none of which decide whether a duty officer can act. Design runs from the operator out, to ISO 11064.
An ICCC is procured as a room full of equipment and lives or dies on one thing: whether the officer on duty can act on what is in front of them.
The tender counts displays, seats and square metres, and the technical bid is evaluated before the commercial one. None of those counts decide whether a duty officer, ten hours into a shift, can tell which of forty events on the wall needs a decision now. That is settled at design stage, from the operator outward, or it is not settled at all.
