Integrated Command and Control Centres (ICCC)

An ICCC is procured as a room full of equipment and lives or dies on one thing: whether the officer on duty can act on what is in front of them.

The tender counts displays, seats and square metres, and the technical bid is evaluated before the commercial one. None of those counts decide whether a duty officer, ten hours into a shift, can tell which of forty events on the wall needs a decision now. That is settled at design stage, from the operator outward, or it is not settled at all.

Ask SECCOM to establish the real source list and the operating procedure the centre will run, before the room is designed. Every feed, its owner, its protocol, and who is accountable when it stops arriving.

What you get. A list of every feed with its owning department and its protocol. An operator task analysis showing what a duty officer actually does in an incident, minute by minute. And a room layout derived from both, rather than from the shape of the floor plate. Those same three documents are what the five-year O&M period is later priced and measured against.
