Multi-Agency Coordination

In most multi-agency incidents the coordination happens on a phone call nobody logged.

Police, fire services, ambulance and the district administration each hold their own systems, their own radio network and their own record. What is missing is a shared account of the incident that all of them can see and none of them owns alone. The gaps show up afterwards, in the review, when three timelines disagree.
