One reference station gives a city its average. It does not tell a ward which street is the problem.
That is the gap a sensor network fills, and it is also where these programmes go wrong. A dense sensor estate deployed without a reference relationship produces numbers that are interesting, contested, and unusable the moment somebody is asked to act on them.
