A perimeter system is judged on one number: false alarms per night.

Everything else follows from it. After the third nuisance alarm in a shift, the response stops being a response. The guard walks slower, then stops walking. A perimeter with a high nuisance rate is not a partially working perimeter. It is an unused one.

Failure behaviour is stated. If a zone controller drops, the adjacent zones report the gap, the loss raises an alarm in its own right, and the time to service that zone is in the contract.
