Emergency and Crisis Operations Centres

A crisis centre is used four times a year and has to work in the first minute of the fourth time.

That is a maintenance problem disguised as a design problem. A room that sits dark for eleven weeks accumulates faults nobody notices. The UPS goes flat. The generator has not been run on load. A certificate expires, a feed gets decommissioned upstream, and the seat plan no longer matches the agencies that would actually attend.

What you get. A measured cold-start time, a quarterly test schedule that produces a signed record, and a standing seat plan naming which agency or department occupies which position.

Failure behaviour is stated. If mains power drops, the UPS carries the room for a stated number of minutes at the measured full load, the generator picks up within a stated time, and the positions that stay live during the transfer are named in the design.
