Edge failures are rarely difficult. They are far away. What decides whether a site is down for two hours or two days is travel time, whether a spare is already there, and whether the first person to reach it is allowed to touch it. A plant in a tier-3 town is a flight and then a four-hour drive.
Where SECCOM stops. SECCOM standardises the build and holds the spares. Site access, physical security and the local power supply stay with the site owner.
