City System Integration for ICCC Programmes

Most integrated command and control centres go live with four systems connected and a plan to add the rest later.

The video wall is rarely the problem. What stalls the programme is the department system with no interface: the one holding its data in a database somebody maintains locally and exports as a nightly file. Whether the programme is funded under the Smart Cities Mission, a Safe City scheme or the corporation's own budget, that is the item that decides the go-live date. Until it is settled, the centre displays a subset of the city and the operators learn to work around it.

Where SECCOM stops. The room itself is Command Centre work and is scoped there: video wall, operator consoles, control software and room resilience. Here the deliverable is the field network and the integrations that feed it. Departmental standard operating procedures and who acts on an incident remain the authority's.
