A route rebuilt around fill level usually cuts more trips than it adds. Each trip is tied to a GPS trail and a weighbridge ticket you can bill on.
Most collection routes were drawn once and have not been redrawn since the ward boundaries changed.
So the vehicle visits a bin that is a third full and misses one that overflowed on Tuesday, and the only record of either is the driver's word. The gap is more basic than routing software: fill level, trip count and tonnage are never recorded on the same trip.
Where SECCOM stops. Vehicles, crew and the collection contract belong to the urban local body or its concessionaire. SECCOM instruments them and reports what happened.
