The plan was correct when it was written. Then traffic moved, a flyover opened, a market shifted a block, and the plan stayed. ATCS is not a new idea in India. What stops it is that the detection buried in the road has been failing quietly for years and nobody has counted how much of it still works. An ITMS package usually arrives with ANPR and enforcement attached, and all three run on that same unaudited detection.
Ask SECCOM to survey ten junctions on one real corridor. Controller make and age, detection type and how much of it is alive, the communication path back to the centre, and measured delay on each approach.
What you get. A junction-by-junction inventory and a measured before-baseline for that corridor: the document that lets anyone check a later claim of improvement, and the one an ITMS or Smart Cities Mission tender is later judged against.
Where SECCOM stops. Signal timing policy and enforcement adjudication stay with traffic police and the road authority. SECCOM delivers the detection, the controllers, the communication network and the integration. It does not decide a challan.
