In most organisations, some cameras have been offline long enough that nobody remembers them working.
Nobody decided to stop covering that corridor. A camera failed, a ticket was raised, a project took priority, and eighteen months later it is simply how the site is. The gap is only discovered when somebody asks for footage of it.
AMC tiers here are defined by what actually gets done: daily automated health check, monthly recorded-footage verification, quarterly firmware baseline, annual re-certification of camera views against the site plan.
Where SECCOM stops. SECCOM commits to a response time and publishes what response means. Resolution depends on parts and OEM support, so SECCOM states the parts position and the in-country stock position per OEM in the contract. SECCOM will not promise a time it does not control.
