On most sites the public address system is tested for sound and never for sense.

An engineer walks the concourse, hears the chime, ticks the sheet. Nobody measures whether a passenger standing under a hard soffit forty metres from the nearest loudspeaker can make out the words. On a platform, in a plant, or in a school corridor, that is the only thing the system is for.

What you get. An STI figure per zone, a zone plan built around how the site is actually cleared, and an amplifier and standby-power design with the priority zones named.

Failure behaviour is stated, not implied. If an amplifier faults, a standby amplifier picks up the priority zones automatically, the fault raises an alarm at the panel, and the time to restore full coverage is written into the contract.
