The cameras are already there. Almost none of them are placed where an algorithm can use them.

A camera positioned to identify a face at a door cannot count cartons on a line. Angle, lens, frame rate and lighting set the accuracy ceiling, and no amount of software licensing recovers a feed that was never going to work. Moving six cameras is usually cheaper than a year of software on sixty bad ones.
