A feeder panel tells the authority a feeder drew power last night. A node on the pole tells it which pole did not, and which one is billing anyway.
Most street lighting bills are paid against a connected-load estimate rather than what each pole actually drew.
That single fact explains why the energy line never moves and why fault reporting still depends on a resident phoning the ward office. Control at the feeder panel was the right first step. It answers a different question from the one the authority now asks.
Where SECCOM stops. The pole, the luminaire and the electrical connection stay in the lighting contract. SECCOM delivers the control network, the node and controller layer, the CCMS integration and the reporting.
